We, along with our partners, have implemented almost all of these "successful conditions" for the Youth Homelessness initiative. We have created a common agenda, measurement of success, mutually reinforcing activities and a network of continuous communication. These were all structured and agreed upon at the Youth Homelessness Symposium and subsequent funders meeting in which all of the initiative's participants were present to ensure a democratic agreement. The only remaining condition to ensure the initiative's success is the creation of a backbone support system, which is currently being organized.
